Key Insights from The Association of the U.S. Army’s (AUSA) 2023 Annual Meeting

Through our participation in in-person exhibitions and numerous panel discussions at AUSA's 2023 Annual Conference, ESF Equity, LP has identified several key trends poised to shape the future of the Aerospace, Defense, Government, & Security (ADGS) industry. Military leaders, U.S. Army administrators, and prominent industry figures provided insights on pivotal trends in our coverage areas, specifically the Air, Land, Sea, & Space (ALSS) Systems and Command, Control, Communication, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) sectors. Below, we highlight several key takeaways from our experience at the conference:
1. Transitioning Towards Transformation:
The shift from technology modernization to technology transformation within the U.S. military was a central theme at AUSA's panel discussion on "Transforming for the Future Fight." This transition is driven by the recognition of significant technological disruptions and the need to adapt swiftly amid evolving geopolitical conflicts. Leaders such as Firat Gezen, President of General Dynamics’ Ordinance and Tactical Systems Division, and General James E. Rainey, head of the U.S. Army Futures Command (AFC), emphasized the importance of aligning missions between AFC and ASA(ALT) to accelerate the development of advanced land warfare capabilities. Key areas of focus include long-range fire capabilities, counter-C4ISR, and unmanned robotics. Accelerated contracting processes and multi-year agreements were identified as crucial mechanisms to facilitate the production of new capabilities, providing stability and security for both industry participants and the workforce.

2. Support for Small Businesses:
The vital role of small businesses in driving innovation and technology development within the defense industry was underscored at AUSA's Small Business Seminar. Recognizing their importance, the Small Business Administration (SBA) and DOD Office of Small Business Programs (OSBP) have allocated significant resources to support small businesses, including the Small Business Innovation Research Program (SBIR). Initiatives such as Project Spectrum and the Apex Accelerators program aim to provide technical contracting assistance and streamline processes for small businesses navigating the federal marketplace. Notably, the Army Applications Lab (AAL) was highlighted as a notable initiative facilitating collaboration between smaller companies and the Army to accelerate technology development and deployment.
3. Strategic Investments and Technology Exhibition:
The FY 2024 DOD Budget Request underscores strategic investments in areas such as integrated air and missile defenses, operational energy efficiency, and advanced capabilities for the Indo-Pacific region. Exhibitions at AUSA's Annual Meeting showcased innovations aligned with these priorities, including Bell Helicopter's B-360 Invictus helicopter and V-280 Valor tilt-rotor aircraft, Moog's Hybrid Electric HE350 Recluse unmanned aerial system (UAS), and Tomahawk Robotics' wearable products for uncrewed systems. Additionally, the conference provided a platform for U.S. allies in the Indo-Pacific region to showcase their capabilities and foster collaboration.
